PROBLEM TO BE SOLVED: To quickly and precisely extract a region to be extracted in an image. SOLUTION: Photometric measurement is carried out on an image, and then, edge strength and an edge direction are found for each pixel by using a differential filter. Subsequently, a tracking start point (reference point), from which tracking of an edge is started, is found, and an edge search region is set with respect to the reference point so that only an outline of a round shape specific to an outline of a region corresponding to a person is extracted as an outline of a region to be extracted (cf. A), and based on the edge direction in the reference point, a pattern of the edge direction to be searched for is set (cf. B). An edge, which exists within the search region, has an edge direction matching the pattern, and has edge strength of a predetermined value or more, is searched for, and among a plurality of edges (shown by hatching in C) matching the condition, an edge with the highest edge strength is selected as the next reference point (cf.
