PROBLEM TO BE SOLVED: To provide a color image forming apparatus capable of easily performing a trapping process while preventing a performance degradation and a cost increase in the formation of a color image, and to provide a color image forming method and program. SOLUTION: The color image forming apparatus forms a color image by superimposing images formed from corresponding color components. The color image forming apparatus includes: a developing device that develops an electrostatic latent image on a photoreceptor visible by causing corresponding toner to fly by the application of a development bias voltage to a developing roller, the developing bias voltage being composed of a DC component 57 and an AC component superposed on the DC component; and an amplifying means for increasing the amplitude Vpp of the AC component 56 of the development bias voltage when trapping is carried out on a formation of a color image.
