<p>An apparatus and a method for handoff for reducing session transfer frequency in a mobile communication system are provided to minimize frequent session transfer, which is generated by ping-pong, by changing a session transfer point into a point after a mobile communication terminal transfers to a target AN(Access Network). It is checked whether an existing ANT(Access Network Terminal)(220) exists in an active set of a mobile communication system. If not, a path is set. The path is for connecting a connection session between the mobile communication system and a mobile communication terminal with the mobile communication terminal through an ANC(AN Controller)(215) having a different vendor and a path for connecting the ANC having the different vendor. If so, a path is set.
