<P>PROBLEM TO BE SOLVED: To certainly grasp a coming-in person status inside one monitoring section when a plurality of coming-in persons come into the monitoring section, and to confirm a suspicious coming-in person when detecting the suspicious coming-in person among them. <P>SOLUTION: The coming-in person inside only the monitoring section 100 is detected by a human body sensor 2 such as an infrared sensor. When a wireless transmitter/receiver 3 reads writing information of a wireless tag 20 incorporated in an IC card 200 possessed by the coming-in person to authenticate a coming-in permission person, a monitoring controller 10 generates a coming-in permission signal to the IC card 200. A color display receiver 21 and a color drive transmitter 22 each have a specific low electric power wireless station, for example.
