A system for reading an air picture is provided to model a digital air photo, which is captured by using a digital camera for air photo survey, and overlap the digital summarized state map on the air photo model, thereby reading the difference between an air photo model and a digital summarized state map. A reading area selecting module(130) indexes the air photo models and the summarized state maps of a selected reading area by referring to the air photo model database(110) and a summarized state map database(120). An overlapping module(150) overlaps the summarized state map on the indexed air photo model. A correcting module(160) corrects the summarized state map by receiving the difference between the air photo model and the summarized state map, and stores the corrected summarized state map to a result database. The reading area selecting module indexes the air photo models and the summarized state maps of the selected reading area by each year, course, and model.
