An eco-friendly liquid flame retardant composition is provided to realize excellent flame resistance, heat resistance and moisture resistance while avoiding a need for a halogen-based material and organic solvent, and to prevent generation of harmful gases upon combustion. An eco-friendly liquid one-part flame retardant composition is obtained by the method comprising the steps of: agitating and dissolving 22-25 wt% of water, 65-77 wt% of sodium silicate, 0.5-5 wt% of nitric acid and 0.5-5 wt% of potassium monophosphate in a reactor maintained at 60-80 deg.C to provide a solution A; and adding 0.01-5 wt% of silicon monomer thereto based on the total weight of solution A while maintaining the internal temperature of the reactor at 80 deg.C and agitating the mixture gradually for 1 hour to perform polymerization.
