A plasma display panel and a manufacturing method thereof are provided to prevent an image from being shaken due to a remaining material by ventilating a discharge chamber. A plasma display panel includes a lower plate and first and second barrier ribs(210a,210b). The first and second barrier ribs are formed on a dielectric layer(130) on the lower plate to define discharge cells. The first and second barrier ribs are formed by using a photo-sensitive barrier rib material and have different heights. A height of the second barrier rib is greater than that of the first barrier rib. Shapes of the first and second barrier ribs to enclose the discharge cells are symmetrical with respect to each other in a trapezoidal shape or a rectangular shape.
