An apparatus and a method for improving clarity of an image are provided to remove a degradation factor of picture quality while using RGB color spaces by adaptively converting RGB of an image on the basis of a representative color of the image. An artifact reducing unit(110) determines a representative color of an image and transitions the color of edges to the determined representative color. A filter unit(120) filters a high band component of the image. A clarity improving unit(130) improves clarity of the image through the edge color-transitioned image and the filtered high band component. The artifact reducing unit(110) includes a representative color component extracting unit for extracting a representative color of each block of the image, a contrast improving unit for improving the contrast of the extracted representative color, and a color transitioning unit for transitioning the color of the edge component to the contrast-improved representative color.
