An electrostatic discharge protection circuit is provided to stably protect an inner circuit by including an electrostatic discharge protection circuit that stably performs a discharge operation during the entire interval of time for which electrostatic current is generated. A transfer unit(120) is connected between either one of an outer voltage line(150) or a ground voltage line(160) and an input/output pad(110), including a detection part and a transfer part. The detection part detects a detection voltage from electrostatic current introduced form the input/output pad. The transfer part transfers the electrostatic current to one of the outer voltage line or the ground voltage line. A discharge unit(140) forms a discharge path of the electrostatic current transferred to the one voltage line, driven by the detection voltage and conducting the outer voltage line and the ground voltage line. The transfer unit can be made of a plurality of diodes in which an anode is connected toward the input/output pad and a cathode is connected toward the outer voltage line.
