A repairing elastic paving material is provided to extend the life time of products by reinforcing tensile strength of the existing aged elastic paving material by a two liquid-type urethane coating method using waste rubber and waste urethane powder. A repairing elastic paving material is composed of: an elastic paving mat layer(20) formed on the upper side of an elastic paving layer(10) by mixing a urethane binder and black rubber chips of waste tires or waste rubber; an uneven elastic paving layer(30) formed on the upper side of the elastic paving mat layer by mixing a two liquid-type urethane binding material and waste rubber or waste urethane powder and forming a water permeable porous uneven surface in the thickness of 1~3mm by spraying the mixture of the binding material and waste rubber or waste urethane powder; and a finish coating layer(40) formed on the upper side of the uneven elastic paving layer by applying a finish coating agent with anti-slip property in the thickness of 50-100 micrometers.
