A fuser controller having a damage preventing unit and an image forming apparatus having the same are provided to divide surge voltage or open a circuit by using fusible characteristics of a device when over currents or over voltage are applied, thereby protecting a fuser control circuit. A first switching unit(120) is activated in response to an external control signal, and outputs a switching signal. A second switching unit(140) is activated by the switching signal and controls AC(Alternating Current) power applied to a fuser(200). A current limiting unit(160) reduces currents applied to the first switching unit, and includes at least one manual device for dividing over voltage caused by over currents when the over currents are applied. A noise preventing unit(180) which includes a capacitor and a fusible resistor removes a noise which occurs according to a switching operation of a second switching unit.
