A method and a system for providing a call service based on an IP network are provided to perform a prior process for an emergency call by allocating a bandwidth to the emergency call. A system for providing a call service based on an IP network includes a topology/bandwidth DB(300), a soft switch(100), and a bandwidth management system(200). The topology/bandwidth DB stores topology information and bandwidth information. If receiving a call connection request message from a calling terminal, the soft switch discriminates whether the requested call is an emergency call or a normal call, and outputs a bandwidth allocation request message for the requested call. When the bandwidth management system receives the bandwidth allocation request message, the bandwidth management system allocates a bandwidth to the emergency call prior to the normal call by using the topology information and bandwidth information of the topology/bandwidth DB.
