A green tire manufacturing method is provided to reduce the tire manufacturing time and to improve productivity by reducing the processes by winding a first belt and then winding a second belt stuck with a capply, on the first belt. A green tire manufacturing method comprises the steps of: winding a first belt around a belt drum; pressing and fixing a capply on a second belt(50); and winding the second belt fixed with the capply, on the first belt. A belt and capply combining device is composed of: a belt feed roller(130); a capply aligning tool(100) arranging plural capplies at regular intervals; a capply guide roller(110) guiding and supplying the capplies arranged at regular intervals through the capply aligning tool; and a press roller(120) fixing the capply on the belt by stacking and pressing the capply fed from the capply guide roller, on the belt supplied from the belt feed roller.
