An extended P-CSCF(Proxy-Call Session Control Function) block in an IMS(IP Multimedia Subsystem)-based NGN(Next Generation Network) and a mobility management method using the block are provided to use a registration procedure of an IMS for location management, thereby easily offering a location management function for a mobile terminal even without introducing an additional protocol for the location management. A P-CSCF unit(201) carries out a proxy-call session function. A location manager(202) manages mobility on a mobile terminal. A location DB(203) stores location information of the mobile terminal obtained by the location manager(202). The location manager(202) conducts location information acquisition, location information registration, location information updating, and packet forwarding of the mobile terminal.
