A system and a method for watching a television at a remote plate under a flowing IP(Internet Protocol) network are provided to supply power remotely to a turned-off home PC(Personal Computer) and perform streaming reception of a television screen transmitted through a television receiving terminal, so that a user can receives a remote television watching service of multi channels irrespective of places. A DHCP(Dynamic Host Configuration Protocol) server(120) generates a PC ON broadcasting signal or a PC ON packet for turning on power of a home PC(110), assigns an IP(Internet Protocol) to the home PC, and transmits a broadcasting signal transmitted from a home terminal(210) to a remote terminal(150) through Internet(130). A PC information database stores information about the plural home PCs. An authentication information database stores subscriber information of a remote PC ON service for remotely turning on the PC. A PC ON server receives a home PC power supply request from the remote terminal, performs authentication processes and extracts information about the home PC before transmitting the extracted information to the DHCP server.
