A method and a device for controlling a CSS(Contact Start-Stop) hard disc drive actuator during a power cycle are provided to improve reliability and CSS resistance of the hard disc drive. A method for controlling a CSS hard disc drive actuator during a power cycle includes a step of starting at least one disc(12) using a startup magnetic pole of a voice coil driver to generate a voice coil control signal provided to a voice coil motor to push at least one slider to a slider starting position(90Start) from a slider parking position(90P); and a step of stopping at least one disc using a stop magnetic pole of the voice coil driver to drive the voice coil control signal as the disc is decelerated to be stopped. The allowable maximum distance between the slider starting position and the slider parking position is one millimeter.
