Disclosed is an external electrode fluorescent lamp. Specifically disclosed is an external electrode fluorescent lamp (10) comprising a glass container (12), external electrodes (14, 16) arranged on the outer surface of the glass container, a protective film (18) arranged on the inner surface of the glass container, and a phosphor film (20). The protective film is formed at least in regions corresponding to the external electrodes, and composed of an aggregate of metal oxide (yttrium oxide) particles. The protective film has an average film thickness of not more than 2 µm, and a surface roughness of not more than 1.7 µm. By having such a protective film, the glass container can be prevented from formation of pin holes.
