A manufacturing method of a floating and insulating cover is provided to simplify a manufacturing process, to promote the convenience of use in a construction site, to secure easiness while keeping and carrying and to prevent accidents. A manufacturing method of a floating and insulating cover comprises the steps of: preparing a floating and insulating cover body provided with waterproof cloth(20) made of waterproof and airproof materials and an air injection layer(40) joined to the upper part of the waterproof cloth in the longitudinal direction and composed of an upper cover(41) and a lower cover(42); cutting out the floating and insulating cover body to the appointed length according to purposes and sites; joining openings of one side and the other side of the air injection layer of the cut floating and insulating cover body and shutting tightly; installing an air injection valve to the upper cover of the air injection layer; and injecting air to a space layer(44) using the air injection valve.
