A remote PC(Personal Computer) on system in a mobile IP(Internet Protocol) environment and a service method are provided to transmit a PC on signal which includes an identifier of a home PC according to a control request of the home PC received from a wired or wireless remote terminal so that the home PC can be powered on, thereby using document data or multimedia data stored in the powered-off PC even at a remote place. DHCP(Dynamic Host Configuration Protocol) servers(120) generate PC on signals to send the signals to plural home PCs(110), and allocate IPs according to IP providing requests received from the powered-on PCs(110). A PC information DB(142) stores information on the PCs(110). An authentication information DB(144) stores subscriber information of remote PC on services for remotely turning on the PCs(110). A PC on server(140) receives a home PC power supply request from a remote terminal(150), performs an authentication procedure through the DB(144), and extracts information on a particular home PC to which power supply is requested, and then sends the extracted information to the servers(120).
