A data transmission completion rate improvement method in a mobile communication network and a system are provided to transmit a notify message to a mobile communication terminal by confirming a location of the terminal if the terminal is within a high-speed mobile communication network, so that the terminal can download high-capacity data by using the high-speed mobile communication network. A high-capacity data transmission server(160) transmits a base station ID transmission request message(S205). A gateway(150) transmits the ID transmission request message to an HLR(Home Location Register)(140)(S210). A mobile communication terminal(100) extracts a base station ID, and sends the ID to the gateway(150)(S215). The gateway(150) transmits an inquiry result of confirming whether the terminal(100) is located in a 2G network or in a 3G network as well as an inquiry result message including a base station ID to the server(160)(S220,S225). If the terminal(100) is in the 3G network, the server(160) demands transmission of a notify message to an SMS(Short Message Service) center(170)(S235). If the terminal(100) accesses, the server(160) sends high-capacity data to the terminal(100), and terminates a call if the terminal(100) completes downloading of the high-capacity data(S240,S245,S250).
