[PROBLEMS] To provide a data management program for copying user data provided to a client and monitoring it so that it will not be used for other than a predetermined purpose. [MEANS FOR SOLVING PROBLEMS] When a USB memory (8) containing user data (3) is connected to a client computer (12), a management program (4) limits access to an external storage device and a network (7) and allows access to a specified storage device and a computer. The management program (4) operates in a kernel mode (15) and has driver ware (50) providing a common interface for communication with device drivers (35, 36) and an application program (20). The management program (4) acquires data concerning an execution file and performs control according to a process control list control (150). A history of the user data (3) is stored in the USB memory (8) or in a computer on the network (7). The history is analyzed to check the use of the user data (3).
