An image processing apparatus and an image processing method are provided to suppress access for a system memory necessary for performing image synthesis and prevent the increase in an occupation rate of a system bus. A source image region for successively maintaining partial source image data corresponding to at least one line quantity of a source image of one picture quantity and a decoration image region for maintaining decoration image data corresponding to a decoration image for decorating the source image are assigned in a line memory(LM). An image synthesizing circuit(IMGSPC) repeats a synthesis process, for synthesizing partial decoration image data corresponding to the partial source image data among the partial source image data and the decoration image data maintained in the line memory(LM), until the source image is synthesized.
