A control device of heating water distribution and a method thereof are provided to heat a floor with heating water at required time with required amount without an indoor temperature sensor by controlling a heating water amount by a minute time unit for 24 hours according to a load like a workday, a holyday, a vacation, and others. A control device of heating water distribution comprises a setting part(14) to input an operating mode according to each heating load unit, and an operating condition of a heating valve divided in 144 units(one unit is 10 minutes) for 24 hours according to the operating mode, a control part storing the information input to CPU, reading the operating condition of the heating valve of each of the three heating load units, outputting 8 different converted operating signals to a valve operating part every 24 hours, and outputting a combination signal to a boiler combustion signal outputting part, the valve operating part operating the three heating valves according to the operating signals from the control part, and the boiler combustion signal outputting part outputting a combustion signal when the combination signal at present time unit is not 1, and outputting a combustion stop signal after predetermined time when the combination signal of the next time unit is 1.
