A scum removing device is provided to maximize the cost efficiency in aspects of operation and management of the facilities while having simple facilities by adjusting water level of a scum hopper such that scum is collected and removed by simple operation of a handle, and a scum removing method using the scum removing device is provided. A device for removing scum comprises: a frame(1) which is fixed to an upper wall surface of a flocculator(15), and which has through-hole type guide holes(8) formed in both sides thereof, and a rectangular nut(11) formed in a central part thereof; guide shafts(6) which are movable vertically along the guide holes, and which have stoppers(7) formed on upper ends thereof; a shaft bolt(3) which passes through the rectangular nut, and which has a handle(4) formed on an upper end thereof, and a cylindrical union protrusion formed on a lower end thereof; a joining member(9) having a space part formed therein to fit union protrusions formed on lower ends of the guide shafts into the space part such that the joining member is united with the union protrusion on the lower end of the shaft bolt, and the joining member is idled in the space part without being separated from the space part; a fixing member(12) integrally fixed to the guide shafts; and a scum hopper(2) which is integrally fixed to a bottom part of the fixing member, and which has an inflow port(13) formed on an upper portion of a front face thereof to flow in scum through the inflow port, and a flexible duct(14) formed on a bottom portion thereof to flow out scum through the flexible duct.
