An apparatus and a method for forming an image are provided to form high quality image without lowering image quality from a dimension error, an ink ejecting hole arranged error, and an error when ink is transferred to a recording medium by ejecting the ink on two raster line areas instead of holes of the ink ejecting holes. An ink is continuously ejected to one of raster line areas constituted with a plurality of pixel areas vertically placed to a recording medium through one row of ink ejecting holes selected from a plurality of rows of ink ejecting holes. The ink is ejected to two raster line areas adjacent to two sides of the raster line areas. The ink is ejected to the transferred direction of the recording medium from the holes of the rows instead of the holes of the ink ejecting holes of the most rear row.
