An apparatus for inputting characters/numbers in a portable terminal and a method thereof are provided to enable a user to input characters/numbers by using wheels realized on a touch screen of the terminal in a software way, thus the user can input the characters/numbers by easily finding the characters/numbers as turning the wheels. A display(130) has a touch screen, and individually displays wheels for selecting types of characters/numbers and the characters/numbers in character/number input mode in predetermined areas. A controller(100) controls so that the wheels are individually displayed in the predetermined areas, controls so that a cursor is located on characters/numbers corresponding to rotation of the wheels among the types of the characters/numbers, and controls so that the selected characters/numbers are displayed when the characters/numbers where the cursor is located are selected.
