An apparatus and a method for encoding/decoding a video signal by using a reference picture are provided to specify a portion of a base layer used for a prediction operation of a picture on an enhanced layer to perform the prediction operation without performance degradation even though a picture expanded from a picture on a base layer is not used for the prediction operation of the picture of the enhanced layer. At least one of a present image on a present layer is estimated based on at least a portion of a reference image and offset information. The offset information represents position offset between at least one border pixel of the reference image and at least one border pixel of the present image. The reference image is obtained by up-sampling a base image. The offset information represents a position offset between at least one left-side pixel of the reference image and at least one left-side pixel of the present image. The reference image is based on a base image of a base layer. The reference image is a portion of an up-sampled base image.
