An energy-saving control method and system of an engine-off HVAC(Heating, Ventilation, and Air Conditioning) module used in an over-the-road vehicle are provided to drive a heater or a compressor, and a blower at maximum energy-saving levels when an economy mode for cooling or heating operation is selected by a user via a user control panel. An energy-saving control system of an engine-off HVAC module used in an over-the-road vehicle includes a controllable air conditioner system(10) and a controllable heater system for guiding cooled and heated air to pass a passenger compartment, and a user control panel(25,25A) having user input elements for selecting operation parameters of the HVAC system manually, wherein one of the user input elements has an economy mode selector such as an economy mode push button. A controller(14) is connected to the above component parts in operation to control the air conditioner system or the heater system according to the manually selected operation parameters in a normal mode. The controller nulls the manually selected operation parameters as a user selects an economy mode manually, and controls the air conditioner system or the heater system at a preset energy saving level.
