A laminated polymer, a heat exchanger having the same, and a laminated polymer fabricating method are provided to increase the exchange efficiency of heat and humidity by improving hydrophilicity and moisture permeability by treating the surface of the laminated polymer with plasma under a predetermined plasma treatment condition. A laminated polymer(100) is composed of: a first porous thin film member(110); a second thin film member(120) made of polymer and adhered to the upper side of the first thin film member; a third thin film member(130) made of polymer and adhered to the lower side of the first thin film member; and plural micro-pores(121,131) formed on the surface of at least one of the second and third thin film members by plasma surface treatment. In particular, the first thin film member is fine fibrous polymer or paper member. The second and third thin film members are made of non-aqueous polymer.
