A plasma display panel is provided to improve stability of an address discharge by preventing a mis-discharge upon performing of the address discharge without employing a separated X driving unit. A second substrate(120) is arranged to face a first substrate(110). A barrier rib(130) is arranged between the first substrate and the second substrate and defines a discharge cell(190) with the first and second substrates. Common electrodes(140) are arranged between the first and second substrates. A constant voltage is applied to the common electrodes. Scan electrodes(150) are arranged between the first and second substrates. The scan electrodes are arranged in parallel with the common electrodes. A first dielectric(161) covers at least part of the common electrodes and the scan electrodes. Address electrodes(170) are arranged on the second substrate to be intersected with the common electrodes and the scan electrodes. A fluorescent substance layer(180) is arranged in the discharge cell. Discharge gas is contained in the discharge cell. A height of the barrier rib is grater than dimension of the line width of the address electrode.
