A panel substrate, a display device and a method of manufacturing the display device are provided to form a hydrophobic layer on a counter substrate opposite to an array substrate to prevent a gate electrode from corrosion. A panel substrate includes a first mother substrate, a second mother substrate, a sealant(3), and a display material(4). The first mother substrate includes a plurality of array substrates(100). The second mother substrate includes a plurality of counter substrates(200) opposite to the array substrates. The sealant bonds the array substrates and the opposite substrates. The display material is disposed in a space formed by each array substrate, each counter substrate and the sealant. The panel substrate further includes a conductive line(26) formed on the first mother substrate, an input terminal(23) formed outside a display material sealing region in which the display material is sealed up to input a signal to the conductive line, and a hydrophobic layer(8) formed on the second other substrate and placed in a region(106) in which the input terminal and the counter substrate face each other.
