An apparatus and a method for reducing interference between neighbor cells in a broadband wireless communication system are provided to improve performance through site selection diversity gain by reducing influence of channel interference, generated by deteriorated link conditions, between the neighbor cells and generate an active set suitable for FCS(Fast Cell site Selection) techniques of avoiding the interference between the neighbor cells by generating the active set through performance analysis. A receiving unit(1201) checks the channel status of cells by using signals received from the neighbor cells. An active set generating unit(1205) generates an active set in consideration of the channel status and load status of the cells and performance gain obtained in including the cells into the active set. A BS(Base Station) selecting unit(1209) selects cells, which receive a service, out of the cells included in the active set according to a channel status.
