A control valve apparatus of a transmission is provided to install a solenoid valve block according to transmission steps on a control valve block in order to change of the speed of a vehicle, thereby simplifying the control valve apparatus. A control valve apparatus includes a relief valve, a control valve block, and a solenoid valve block(200). The control valve block is installed such that a transmission of a vehicle is controlled in multi-steps, and includes the relief valve provided to maintain the predetermined pressure of oil generated from an oil hydraulic pump. The control valve block allows oil from the relief valve to pass through a modulation valve and an inching valve. The solenoid valve block(200) is selectively separated from the control valve block. The combination of the solenoid valve block(200) and the control valve block(200) is possible according to transmission steps so that the solenoid valve block(200) is adaptable for various transmissions.
