A hand marking device is provided to ensure portability with a rechargeable battery mounted inside a housing, and to allow a user to directly mark on a material to be printed by using an electrode pen applied with a high-voltage pulse. A hand marking device comprises an electrode pen(20), a high-voltage pulse generator(30), and a power supply line(41). The electrode pen is projected on the front end of a housing(10) made of plastic material. The high-voltage pulse generator is mounted inside the housing. The high-voltage pulse generator has a minus wire(31) connected to the electrode pen and a plus wire(33) extending to the outside through the housing and connected to a tong(35) being connected to a material to be printed. The power supply line is connected to the high-voltage pulse generator via a power switch(43) and a voltage control switch mounted on the housing.
