<p><P>PROBLEM TO BE SOLVED: To provide a polyelectrolyte membrane in which permeation of fuel components such as hydrogen containing liquid has been suppressed while sufficiently securing proton conductivity, and its manufacturing method, as well as its utilization. <P>SOLUTION: The polyelectrolyte membrane is formed by introducing a proton conductive group into a polymer film containing a polymer compound having an aromatic unit. The polyelectrolyte membrane for containing at least one kind selected from a polyfunctional triazine compound, a polyfunctional triazine compound precursor, and a group consisting of their reaction products can exhibit superior performance in which the permeation of the fuel components such as the hydrogen containing liquid has been suppressed while sufficiently securing the proton conductivity.
