PROBLEM TO BE SOLVED: To provide a drying shrinkage-reducing cement dispersant having a drying shrinkage-reducing effect and a water-reducing property due to the high dispersion effect, achieving considerable decrease in the unit water content of a cement composition and drying shrinkage with a small addition amount, and excellent in storage stability. SOLUTION: The drying shrinkage-reducing cement dispersant contains a graft polymer in which oligoalkylene glycols and/or polyhydric alcohols are chemically bonded to the side chain of the polycarboxylic acid or its salt or contains a graft polymer in which oligoalkylene glycols and/or polyhydric alcohols and a polyalkylene glycol or its derivative are chemically bonded to the side chain of the polycarboxylic acid or its salt.
