PROBLEM TO BE SOLVED: To accurately determine the integrity of concrete structural members, even if they are covered with decorative materials. SOLUTION: On the basis of free oscillations acquired by the technique of providing a concrete structural member 1 with temperature changes so as to provide an uneven temperature distribution and then impacting the concrete structural member 1 with a hummer 8 at predetermined time intervals, the natural frequency of the concrete structural member 1 is determined. On the basis of the behavior of the changes in the natural frequency, for example, quantitative changes such as increases or reductions or quantitative changes, such as an excess rate of increase, the concrete structural member 1 is diagnosed for the presence or absence of damage in concrete or the structural performance of reinforcing bars, and its integrity as a concrete structural member is evaluated.
