PROBLEM TO BE SOLVED: To provide a polymerizable phosphoric ester composition suitable as a raw material for a dispersing agent of inorganic powder or organic powder. SOLUTION: The polymerizable phosphoric ester composition comprises a specific phosphoric monoester (I) and a specified phosphoric diester (II). The polymerizable phosphoric ester composition further comprises one or more kinds of compounds selected from specific phosphoric ester-based compounds (III) and (IV) in an amount within a specific range based on the sum total of the phosphoric monoester (I) and the phosphoric diester (II).
