PROBLEM TO BE SOLVED: To provide a plant culturing device and method capable of appropriately culturing plants in an excess gravity condition. SOLUTION: This plant culturing device 1 has a plurality of buckets 3 which hold plants 2 to be cultured, a swing rotor 4 which supports the buckets 3 in a swingable manner and is attached to the horizontal plane in a rotatable manner, a rotation driving part 5 which rotates the swing rotor 4, a light source 6 which is on the rotation axis of the swing rotor 4 and attached above the buckets 3, a light quantity adjusting part 9 which adjusts irradiated light quantity of the light source 6, a position adjusting part 10 which vertically adjusts the position of the light source 6 on the rotation axis of the swing rotor 4, and a light quality adjusting part 13 which adjusts light quality of light irradiated from the light source 6.
