<p>To provide a formation of a plurality of relay nodes that constitute a new communication network wherein any trouble caused by a concentration of traffic on a particular relay node can be avoided. There are included a temporary management part (16) for managing a temporary memory part (15); a main management part (18) for managing a main memory part (17); and an operation control part (20). The operation control part (20) causes the temporary management part (16) and main management part (18) to determine reception and transmission amounts per predetermined time; store comparison result data, which is indicative of the result of comparing the reception and transmission amounts, into either the temporary memory part (15) or the main memory part (17); determine, based on an excessive reception state, an excessive transmission state and a balanced transmission/reception state detected based on the comparison result data, an excessive input state, an excessive output state or a balanced input/output state in each predetermined time; and suppress the reception of an input communication signal and the transmission of an output communication signal in accordance with the determined state.</p> |
