A flower and flower basket decoration packing material, a method and an apparatus for manufacturing the same are provided to smooth the packed state without a protruded state by compressing the main yarn on a packing textile during and after the packing work. A flower and flower basket decoration packing material comprises an extruder(10), a mold compressing and cooling device(20), a packing textile supply device(30), and a conveyer device(50). The extruder is connected with a T die(12) bored with a plurality of fine orifices to a discharging hole of a front of an extruder body(11). The mold compressing and cooling device is mounted with a main yarn(100) of a fiber shape for rolling compression and installed with compressing rollers(21,22) and a cooling water(23) to form a indeterminate form web. The packing textile supply device is installed with a bobbin(31) wound by a packing textile(200) such as a nonwoven fabric to supply the main yarn to the compressing rollers. The conveyer device is consecutively transferred to a hot blast drying device(60), left and right width cutting devices(70), and a roll winding device(80).
