PROBLEM TO BE SOLVED: To provide video image priority switching device and method in which alarm operation can be performed for such a warning state as cannot be detected automatically and video recording can be performed by simple operation. SOLUTION: A controller 5 is provided with a priority video recording switch and an operator performs video recording only of the video image of a selected camera 2 in a recorder 4 by operating the priority video recording switch. Consequently, alarm operation (e. g. recording of scene of the crime) can be performed for such a warning state as cannot be detected automatically and video recording can be performed by simple operation. When a priority video recording time is determined, release failure of priority video recording can be prevented.
