PROBLEM TO BE SOLVED: To provide a technique useful for improving light extraction efficiency of an organic EL display device and reducing manufacturing cost. SOLUTION: The organic EL display device is provided with a substrate surface DS having a plurality of recesses or a plurality of projections; an organic EL element OLED facing the substrate surface DS and including a pair of electrodes PE, CE and a light emitting layer EML interposed between the electrodes PE, CE; and a transparent planate layer HL interposed between the substrate surface DS and the organic EL element OLED and including resin TM and an inorganic particles PTC having a higher refractive index than that of the light emitting layer EML and the resin TM.
