PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine, capable of improving drivabiliy by surely preventing engine failure or the like at the time of starting without giving a sense of incongruity to a driver. SOLUTION: When a diesel engine 10 is in an idle state, whether a clutch pedal is operated or not is determined (step 102). When operation of the clutch pedal is detected, or presence of a starting intention is determined, a requested actual compression ration is calculated based on intake air temperature, cooling water temperature or the like (step 104). The requested actual compression ratio is set higher than an actual compression ratio in general idling. A valve timing of an intake valve 52 such that the requested actual compression ratio can be attained is calculated (step 106).
