PROBLEM TO BE SOLVED: To provide a fail-safe structure for a shift-by-wire system that achieves an improvement in operability during failure and miniaturization while suppressing costs. SOLUTION: An actuator part 3 is connected with a control arm 71 so as to provide a control cable 6 as a switching operation transmission system. The actuator part 3 is provided with a deceleration part 4 that decelerates output of a motor 31 by a worm 41 so as to transmit the output to a worm wheel 42. An operation handle 5 for performing rotation operation on the worm 41 is provided so as to allow range switching to be manually performed by actuation of the operation handle 5 via the control cable 6 during failure.
