PROBLEM TO BE SOLVED: To provide a collision determining device capable of accurately determining a collision of an article. SOLUTION: The collision determining device 10 comprises an optical fiber 1 arranged along an outer surface part 20 of a vehicle, a transmission light quantity detecting means for detecting transmission quantity of light of the optical fiber 1, a collision determining means 4a for determining that an article collides with the outer surface part 20 of the vehicle when the transmission quantity of light detected by the transmission light quantity detecting means is a determination threshold value or less, and a collision predicting means 4b for predicting a collision of the article with a part near a bent part 21a of a bumper reinforcement 21 out of the outer surface part 20 of the vehicle. When the collision predicting means 4b predicts a collision of the article with a part near the bent part 21a of the bumper reinforcement 21, the collision determining means 4a reduces the determination threshold value.
