PROBLEM TO BE SOLVED: To provide an organic electroluminescent (EL) multicolor luminescent device having excellent luminous efficiency, visibility, and light emitting life and having superior shock resistance and a method capable of stable manufacturing without degrading performance such as luminous efficiency of the multiple color luminescent device. SOLUTION: The multicolor luminescent device is provided with a support substrate 2, an organic EL element 1 arranged on the support substrate, and a phosphor layer 4 arranged corresponding to a transparent electrode 1a or an electrode 1c of the organic EL element so as to absorb light emission from the organic EL element 1 and emit fluorescence of different visible lights, wherein a support substrate has a gap 2a at a part corresponding to a light emitting part of the organic EL element, the phosphor layer 4 is embedded in the gap 2a, and a transparent insulation 3 is arranged between the phosphor layer 4 and the support substrate 3, and the organic EL element 1.
