PROBLEM TO BE SOLVED: To provide a water circulating device and its operating method capable of effectively reusing cutting muddy water used in the cutting of asphalt for repair of road pavement, without discharging the water to the surroundings. SOLUTION: The water circulating device has a cutting device 1, a muddy water reservoir 2, a mixing device 3, a slurry reservoir 4, and a dewatering device 5, and includes a line L62 for supplying water separated from cake by the dewatering device to the cutting device 1, a line L63 for supplying the water separated from the cake C to the suction device Pv of the dewatering device 5, and a line L61 for supplying the water separated from the cake C to the muddy water reservoir 2.
