A user device includes: means for transmitting a request signal for perfo rming a handover to a target base station to a source base station; means fo r receiving a handover command from the source base station; means for execu ting the PDCP re-ordering function for checking the packet order in a PDCP s ub-layer and suspending transfer to an upper-node layer of the local device until the packet order is aligned; means for reporting completion of the han dover to the target base station and setting the PDCP re-ordering function f rom an inactive state to an active state; means for setting the PDCP re-orde ring function to the inactive state in response to that a predetermined peri od has elapsed or that the report from the target base station has been rece ived.
