PROBLEM TO BE SOLVED: To realize efficient transmission of contents. SOLUTION: A transmitter is used to transmit a usual content generated for a previously set purpose and one or more special contents different from the usual content. The transmitter has a usual content generating means for generating the usual content, a special content generating means for generating the special contents, a difference generating means for generating one or more difference data on the basis of the usual content and the special contents, a multiplexing means for multiplexing the usual content with the difference data, and a transmission means for transmitting the content data multiplexed by the multiplexing means.
